Karen Yvonne Lucas, PMP, has more than 18 years of experience providing senior
level guidance, evaluation, analysis and management to clients having mission critical
programs and projects with enterprise reaching operational, marketing and systems
components. Ms. Lucas currently serves as a Senior IT Program Management Consultant to
the United States Department of Homeland Security Client.
Ms. Lucas has been the Senior Program Management Consultant , Technical Auditor and
Senior Project Manager to a number of Fortune 500 Companies (CitiFinancial, Cable & Wireless, Nextel, Amtrak,
UUNet, and MCI WorldCom) and large government clients (DHS, DOJ, IRS, FDIC, DLA) for major projects. Most
recently Ms. Lucas served in this capacity for CitiFinancial and the National Railroad and Passenger Corporation
(AMTRAK). For Amtrak she oversaw $464 Million of the Capital IT Portfolio as the Senior PMO Officer and was
responsible for technical analysis, program/project management mentoring, earned value assessment, and
bringing projects into compliance toward success. For CitiFinancial she oversaw $71 Million in mission critical
CitiFinancial Mortgage and CitiCards products for the United States and Canada. Prior to this she consulted to the
Veterans Health Administration (VHA) for their MyHealthe Vet internet medical information, treatment and
advice portal. Serving as the Sr. Systems Program Manager she designed program management office procedures
relating to vendor requirements, testing, integration and remediation as well as helped architect the end web
solution using DreamWeaver and SQL Server. Ms. Lucas has also served the Federal Government in the capacity
of Sr. Program Manager/Sr. Process Engineer for the Transportation Security Administration (TSA)’s Airport
Federalization, Baggage and Passenger Screening Program (a predecessor of today’s DHS). In this capacity she
designed business and systems processes, oversaw enterprise systems development and testing, and presented
technology, status and approach to TSA and Pearson senior executives. Ms. Lucas was also a solutions architect
for the FDIC Collateralization System as well as for the DHS Baggage and Passenger Screener process. For the DC
Government she designed and developed the Public Asset Management System (PAMS) and Internal Asset
Management System (IAMS) using Microsoft Access, Visual Basic and COTS Products to progress the District
Government out of their Congressional oversight period.
Ms. Lucas strongly believes that talents should be used for both professional and philanthropic use. She is the
founder of the AGAPE CIRCLE, LLC and through this organization provides low and no‐fee training sessions on
topics including the following: project management, business analysis, earned value management, and
requirements management. While Ms. Lucas’ professional experience covers many clients, at its core it has a
repeatable and measurable mantra:

• Gather Accurate Data and Requirements in a Universal Format to Maximize Customer Re‐use.
• Adhere to Structured Methodology and Process.
• Process Results in Real‐Time for Business Decisions.
• Evolve to meet budgetary and operations initiatives, as well as to serve the foreseeable need of the business
community.
Ms. Lucas currently serves as a Volunteer Youth Coach for the United States Amateur Track and Field (USATF) in Prince
Georges County, Maryland and is a former Girl Scout Troop Leader.
