The U.S. Department of Defense (DoD) has an entire set of policies and manuals that govern the planning, budgeting, development and fielding for new equipment. The DoD 5000 series of publications provides guidelines, reports, and statutory and regulatory requirements that must be met in order to manage and deliver large, complex systems acquisition projects. PMI has established a partnership with the Defense Acquisition University (DAU) to align these standards with the PMBOK, the American Standard for Project Management. Recently, Congress passed a law mandating Earned Value Management (EVM) on all projects with a value greater than $20 Million. In addition, new deliverables in the form of Data Item Descriptions (DIDs) have been developed that will compel DoD contractors to provide mandatory reports and analysis throughout the development lifecycle. Martin Saia has been involved in the development of these standards and will provide an update on the new requirements for major acquisition projects. Marty is a PMI Baltimore member who currently works on DoD projects as an Earned Value Management Professional and Schedule Analyst. He is also a volunteer leader in the PMI Earned Value Management Community of Practice Earned Value Management Training Program Update, Control Board Guidelines and Process.
